Upon receiving the Charter of August 19, 1945, from President Sukarno, Sri Sultan Hamengku Buwono IX and Sri Paduka Paku Alam VIII decided to respond to the President's gesture of recognition by issuing the Decree of September 5, 1945. This served as a formal declaration that the territories—which at the time comprised the Ngayogyakarta Hadiningrat Sultanate Palace and the Puro Pakualaman—had become part of the Republic of Indonesia under the designation of the Special Region of Yogyakarta (DIY).
Pursuant to this Decree of September 5, 1945, Sri Sultan Hamengku Buwono IX and Sri Paduka Paku Alam VIII accepted their appointments by President Sukarno as the heads of the Special Region of Yogyakarta (DIY), with full authority over the region vested directly in this dual leadership. It is due to this historical fact that the governance of Yogyakarta remains inviolable, with administrative authority held fully by Sri Sultan Hamengku Buwono IX and Sri Paduka Paku Alam VIII.
